Non R&D Innovation

A researcher is currently looking to meet with businesses to discuss non R&D Innovation. His contention is that we have a very narrow understanding of what innovation is and that supports that are available tend to focus on a small number of activities, whereas there may be tens of thousands of companies out there doing new and interesting things every day, but who never classed it as R&D or never sought a grant from the State.
