Asia Pacific Chambers Congress (APCC)

The first Asia Pacific Chambers Congress (APCC) which will be held in Kunshan, Jiangsu Province, China from 29th March to the morning of 30th March, 2012. Hosted by China Chamber of International Commerce (CCOIC), the Congress aims at strengthening close links and cooperation among the Asia Pacific business community, promoting economic recovery in the Asia Pacific region, discussing economic and trade issues in the Asia Pacific region, and advancing regional economic and trade cooperation. It will provide an effective platform for chambers of commerce and business associations in the Asia Pacific region to cooperate and exchange ideas. Draft Framework for Sustainable Development for Ireland Published for Public Consultation

The Minister for the Environment, Community and Local Government, Mr. Phil Hogan T.D., on 23rd December 2011 published a new draft Framework for Sustainable Development for Ireland for public consultation.
The draft Framework for Sustainable Development in Ireland is now available for public consultation and may be downloaded on the webpages of the Department of the Environment, Community and Local Government (www.environ.ie)

Key Points for Businesses of Budget from Chambers Ireland

GDP: Budget based on expected 1.3% growth forecast in 2012

Income tax: No increase (but see property relief surcharge at end)

VAT: Raised by 2% to 23%

Universal Social Charge: Exemption raised from €4,000 to €10,000 – this is positive and incentive to work for 330,000 people typically in lower paid/part time jobs

Stamp Duty on Commercial Property: Commercial property rate lowered from 6% to 2%. Also announcement that Upward only rent review legislation can’t be delivered upon. This could lead to an increase in Commercial Property investment particularly from overseas. Also NAMA will put an appeal process in place for rent disputes in a NAMA property.

Banks: Pillar banks target to lend €3.5bn in 2012 and €4bn in 2013 to SMEs

IFSC: New measures planned for Finance Bill particularly to encourage growth in Funds, Corporate Treasury and Aircraft Leasing

Carbon Tax: 1.4c increase on Petrol, 1.6c increase on Diesel, €17.32 increase on Fuel Oil (to rise in May), €14.46 increase on Natural Gas (to rise in May). No Carbon Tax on solid fuels

Corporate Tax Rate: To remain at 12.5%. Exemption for start-ups extended for three years

Research & Development

§ First €100,000 of expenditure can be used as tax credit. Companies can use R&D credits to reward key employees

DIRT: Up from 27% to 30%

Capital Gains Tax: Up from 25% to 30%

Capital Gains Tax incentive: Exempts property bought by end 2013 and kept for 7 years

Assignee Relief: Initiative to attract key experienced staff into Ireland

Foreign Earnings Deduction: For Irish employees working 60 days in a year in BRICS developing export markets

PRSI: 50% Employer PRSI pension relief abolished and PRSI to apply to Dividends, Rents etc from 2013

Approved Retirement Funds: Tax up 1% to 6% on transfer of funds

Other Measures:

Cigarettes: 25c increase on pack of 20 (plus the VAT change in January)

Alcohol: No change in excise duty. Legislation planned on low-cost alcohol

Motor Tax: Changes to apply from 1 January (selected increases below)

§ Band A up €56 to €160

§ Band B up €69 to €225

Mortgage Interest Relief:

§ 30% for first-time buyers between 2004 and 2008

§ 25% for first-time buyers in 2012

§ 15% for non-first time buyers in 2012

§ All mortgage relief to go by 2018

Capital Acquisitions Tax: Up from 25% to 30% and Category A threshold reduced from €330k to €250k

Property relief surcharge: 5% surcharge on incomes over €100k

Gambling: Legislation planned on internet betting

Cahill Taxation and Ennis Chamber to host Budget 2012 Breakfast Briefing

Cahill Taxation and Ennis Chamber will host a breakfast briefing on Budget 2012 on Wednesday 7th December, 2011. The briefing will take place in the Temple Gate Hotel in Ennis from 7.45am to 9.30am.

The briefing will analyse how the previous day’s Budget will affect both businesses and individuals alike. The Minister’s decisions will be analysed from all angles to generate meaningful, practical advice for businesses.
